Ulgu range limitation and what is considered as an attack ?

Ulgu can limitate the range of attacks or spells to 6/12/18".

There are a lot of abilities which deal damage and or mortal wounds, but per RAW it seems to me that they are not attacks. For example beastclaw raiders thundertusk MWs, or Lady Olynder.

Is this the case? Or are they considered as attacks?

I don't think they meant attack in a philosophical sense, I'd say anything with an attack roll is an attack and spells are obvious. There are much better ways to write that if what they meant was "can't be affected by any harmful effects that could cause damage" or some other such. 

Dragon Breath or Blood Vultures are easy because they are just abilities, but Frost-Wreathed Ice is actually a missile weapon (since it has a profile up top) but it doesn't actually make an attack roll, and that makes this case pretty gray. 

A good submission for the official FAQ I would say.
