You play a defensive item on the dragon with 30 models on the field. Which means that every unit can engage it without problems and overrun your objectives. (you autolose in buring objective missions). If you run pelt they must disengage (if they don't get killed directly with pail in). This means that you get space on the map to control the field/ he needs to play defensively. Also you need heraldor or you don't stand a chance in engaging first turn.
Second point: if you don't destroy heroes within 6 before combat phase, big units will die by hitting the dragon. This also makes them bshock and will balance the "low models list" that you have. That's you need comet, another endless + judicators for ensure the kill.
If you don't start threaten your opponent you are going to lose everygame.
I think you dont understand how this list work...

But i think i would usually count on no needing to reroll charge... Then 1 cp for shooting twice and 2 more for SoJ fuel up if its have good target. -

This is an odd error that sometimes comes up on the site and can lock you out of the whole site for a time.
What you have to do is clear your internet cache for the forum on that page which fails (if you click the little icon just to the left of the address bar - often where it shows the little green padlock) then that should show the cookies and you can just delete them. Deleting them forces the site to reload itself fully which often clears the error. Otherwise you have to wait for your browser to clear automatically which can take longer

I think good idea would be new AA rule: When unit with this rule charged or is being charged this turn get +1 attack. Obv. worded better. Similar to new space marine rule from 40k. Lord-Exorcist could cast 2 spells in turn to be diffrent from Knight-Incantor.

I think the most killy stardrake will be LCoSD with stormbound blade in Celestial Vindicators stormhost. Buff him with Celestial blades to get better wounding and he should kill everything.
Top - 3+2+1+d3 3+(rr1)/3+/-1/d2 each 6 on hit is 3 hits and of them is d3
Mount - 5 3+(rr1)/2+/-1/d d3

Yes, but you can buff them to oblivion. You have no way removing blob of 40 mortek guard with 3+ sv full rerolls 5+ then 6+ ward with 3 attack each, explosive attacks on 5 and rend -2 :). And dont forget harvester +4 model is not slain

What would be fait cost for our units? Stormcast should get treatment like SM in wh40k (global +1 attack) or should get global +1 W or +1 sv. Its nonsens thats freepeople guard get the same sv as stormcast (4+)...

What? Stormbound blade explode on 6, giving you 3 wounds roll not one. Does this mean each of this three get +1d or only 1

If we get all our buffes on Cats they will have something like: 12 + 3d6 threat range , 3+ fullrerolls sv,
10 2+(reroll1)/3+(fullrerolls)/-1/d1, 17 2+(reroll1)/3+(fullrerolls)/-0/d2, 31 2+(reroll1)/3+(fullrerolls)/-1/d d3.
Plus we have ballistas and a few sequitors to smash stuff.

Well, if you play vs much more numberus enemy you cant stand indle cuz he will just grab points and win. I always try to use Evo with Heraldor agresivly.

So Evocators, i ran them with Helardor into things then i delete this thing and they counter charge me and.... boom Evocators dies. Unit for 440 pts with 30 wounds dies very fast.

If they are shooting your Incantors then they aren't shooting your Longstrikes and you'll win the game
If your Incantors are being attacked first then you have messed up your positioning
I want to protect Evocators, not Incantors.
