Death is the least populated grand alliance so it would make sense to have kept them for the time being from a gameplay perspective as opposed to a lore perspective. I personally am a fan of moving dark aelves to the Death Grand Alliance. They dont exactly fit fantastically, but they also dont fit in the bloated ranks of order.
A lot of hate get's thrown GW's way, but I actually think they are building Age of Sigmar for the long haul. Nothing is getting kept "for the time being." They are working hard to build a consistent world, not doing things for temporary profit.

But seriously, I don't think we really need the Tomb Kings anymore. What they used to represent - Death as a force of Order rather than destructive - is covered by Nagash's followers. They were once part of Sigmar's alliance, and they seem to be moving back in that direction.

Upon further reflection, I have decided that it's either a Death model (the faces in the green thing could be spirit host style lost souls) or a Tzeentchian model, specifically a disk.

That is absurd. Damn. I mean, I don't play Aelves and I only have a tiny number of Skaven - rescued from my FLGS with a note that read "free to a good home" - and I might consider it, anyway.

One thing to consider: both Tomb Kings and the vampire lord on abyssal terror are really popular Death legacy units that get sprinkled into a lot of serious Age of Sigmar armies. You might want to consider making unit cards for them, too. If you were a completionist.

Guys, guys. There's no reason to be too pessimistic. Most of Age of Sigmar has met or exceeded our expectations so far. Maybe GW will use this as part of the revamp of the Aelves? Maybe we'll see the box set released alongside a "Battletome: Eldritch Council" or "Battletome: Bright Aelves" or whatever. Let's not assume the worst just yet. GW did amazing things with the same-old ghoul kits, creating an incredibly flavorful and well-balanced faction.

They could do something similar for other units & characters, but why put it on the warscroll when the GH is already the authority on what is/is not battleline?
I think that allegiance unlocking battleline would be a good way to update factions that were released before they had the idea of allegiance abilities. For example, what if all you needed to do to get crypt horrors as battleline was run "pure" Flesh Eaters?
I could also see limited access to expanded battleline. For example, what if there was a rule that allowed - in some circumstances - for a single unit of such-and-such to count as battleline? So you still need at least one (or more) units of the standard crummy boots on the ground, but it opens up a little more variety.

I don't think they're similar at all. If it's 40k, it's Mechanicum, but I really don't think it's 40k. It looks like fantasy-tech to me.

There is a photoshop job going around where they brightened up the shadows on the arm, makes it look very Mechanicus-y. Its weird, the keys themselves are kind of ambiguous, like one of them looks very fire-slayers, but the cog one is very adeptus. Not sure what to make of this, unfortunately I think it is 40k and not some sweet skeleton or Duardin, but as a Skaven player its just more bits for conversion for me.

I don't think it's mechanicus - the arm is way to inhuman and not techy enough. No exposed cables. Also, the way the hand is holding the keys is a little too stylized to feel 40kish. And I don't really think that the cog key is 1000% cog. It could be a dramatic and weird-looking key of any number of kinds. My money is on either a tzeentchy daemon or a skeleton (maybe a skeleton necromancer riffing off the corpsemaster on the mortis engine? Keys as a symbol of necromancy?). Probably the former, but I hope it's the latter.
