Skirmish Command Abilities

Im a little fuzzy on the wording of the rules. Can we puck from our Grand Alliance command abilities and items plus the special ones presented in Skirmish?

 

Id like to run Master of Dark Arts for a Death Hero thats not a wizard to make it one. Is this legal ?

Yup.  You can pick anything present in the General's Handbook as an option, or provided in the Skirmish book.  You can't use anything from a faction specific book, but the GHB is completely valid!  Our Death options are pretty limited on spellcasters as a our vampires were too old to be included, so running that one gives us a wider option.  I've been tempted to do a small 50 or so point Nighthaunt one with my Banshee casting spells.
