I think the same. All cities units lacks on mobility. So even if you have good rules you are behind to any new army. Because of this, you need to focus on empowered spells that gives you mobility: forbidden power. On top of it, you have spell portal plus cyclone which is incredible strong. No battleshock around 18", spells and PG to defend youself from mortal wounds.
