[Concept / Homebrew] The Unclaimed Peoples

I've been reading City of Secrets and it got me thinking to the nature of the Unclaimed / Reclaimed in AoS and how they could be used as a neutral "gap filler" faction as well as a way of using historical miniatures in AoS.

For those that don't know, the Unclaimed are the Mortal people not currently under the provision of Order / Sigmar in AoS. They're worshippers of all the different gods and are aligned every which way.

Basically, the idea would be to have a central statline for the Unclaimed Peoples and then add on special Allegiance abilities that apply across your whole faction (similar to Provenances of War from the Horus Heresy Imperialis Militia & Cults).

Any thoughts?
