Or my 2nd list, one that i think is more fun, but IDk if it as competitive, focusing on reversing the tides and controlling turn 2-3 as much as i can, putting pressure on fast.
Its basically the same list but no 2nd Behemoth, Thralls instead and Tidecaster as General to have the Tide chart reverse.You'd lose leviadon cover save when you charge. Change one turtle into a wave ? which makes you reroll wounds of 1. Put ethereal amulet on him and go to town

I played a Swedish torunament with 38 players this weekend with a Thralls list.
This is the results of the tournament:

I came 15th place with Morphann&Namarti Corps.

It is VERY difficult to play since it requires 12" wholly within from lotann & soulrenders, while 9" from the Aspect.
When the starts were aligned however I did plenty of wounds with everything and healed up 12-13 Thralls every battleshock.
Since Thralls healing has no limitations, I could ressurect them into combat with new units and deny them the charge on their turn. I could also heal up and conga line into other objectives.
All in all, I dont recommend it. Play eels or look at my cooler Aspect lists .

I'd drop the Hurricanum - at 3+ with rerolls the majority of your cannonballs are going to be hitting anyway, and 380 points are much better sunk into mobile objective grabbers that your list currently sorely lacks. Get some Gyrocopters in there!

I'd argue that dispelling, endless spells and missions where wizards are needed makes it worthwhile. It's very fast and also buffs steam tank and warriors!

cause magic and +1 hits.

cause reroll to hit on cannons

cause +1 to hit and army wide battleschock immune

cause 8 shots 2+2+ with -2 and d6 damage.

cause 6+ on hero phase extra shooty, and objective holder.
Soulsnare shackles endless spell
cause halve enemies movement and shoot em!

I used this in a few games now and it felt pretty balanced! I wonder though regarding the flagellants war scroll. If one of my flags die (which they do easy). Should I get to 4+ roll to kill a close enemy unit in skirmish?

I would make the swap any day. A semi immortal wave that makes everyone reroll wounds of 1 and makes around 9 wounds per combat himself is way more useful then an extra attack on the turtle that might be dead anyway turn 3. But I really like your idea, I love monster lists and will consider it myself.
