So maybe applying this rule i think makes the most sence and as things tend to happen this rule might show up with new codexs

If someone had soul cage cast on it making it attack at the end of the combat phase what then if someone spent a command point to attack at the start of the phase. And in other similar situations what would happen do they just counter each other and go back to normal combat conditions?
