The wanderers spellweaver has a spell that heals d3 wanderers. Does the healed units cost points in matched play?

                   

BL  The Spellweaver speaks in the tongue of ancient days, restoring life to the fallen. Blessing of Life has a casting value of 5. If successfully cast, select a Wanderers unit within 16". You can return D3 slain models to that unit.

Resurrecting models in an existing unit is free, but you cannot take the unit above starting size.

Nope.

Reinforcements to units are free so long as it dosent go over starting size.

summoning/resurrecting whole new units is the thing that costs points.

Also, note that this is not "healing" models. Healing is, by the rules, removing wounds from a multi-wound model. This is resurrection, which involves bringing dead models back to the unit.
