So every unit can earn the bonus, but its earned only by that unit's actions. So if one unit of Bloodreavers makes an attack and another doesnt, the Bloodreavers that attacked get an extra attack next turn while the idle ones do not. The Slaughterpriest and Bloodstoker also earn the bonus, but note that the added attack only applies to one melee weapon, so the Bloodstoker would have to pick which weapon. And really, the specific rule is called "Feeding Frenzy", so a stacking effect would make sense. If your opponent can't just double down and kill your Slaughterpriest to end it's effect, then it's his fault if they get more than two attacks churning from the bonus.
