Adding just Theddra Skull-Scryer ?

I was reading Theddra Skull-Scryer's warscroll, and nothing seems to stop me from adding her to an army without adding the Godsworn Hunt.
Warscroll Builder allows to add her independently for 70pts. A note says "Mortal Wizard - Unique (Includes Godsworn Hunt)" but then charges another 60pts for the Godsworn Hunt.  I tried a random list with just her on it, and got no error message, but I don't know if WB checks the validity of an army, beyond the battlelines.
I would appreciate feedback on this.

Yeah you do have to include the rest of the Godsworn Hunt.  It doesn't make the most sense that their points are separate, but that's what it is.

The 2020 GHB says in their notes “These units must be taken as set for a total of 130 points“

May I ask the source of the rule? I'm not challenging your reply (I asked because I don't know the correct answer), just to be more self-sufficient in future.
