Forbidden Power and it's mercenaries for Pitched Battle

The recent Designers’ Commentary from October 2020 for the GH 2020 lists all the publications, which rules can be used in Pitched Battle:

Forbidden Power has rules for the Tenebrous Court and the Greyfyrd Lodge. Those mercenaries were reintroduced in the later published General's Handbook 2019, which is not listed in the recent Designers’ Commentary. Forbidden Power however is mentioned as publication, which rules can be used without my opponents permission according to the update.

Does this clarification include the rules for Forbidden Power's Tenebrous Court and the Greyfyrd Lodge? That would make them the only mercenaries legal in Pitched Battle.

RAW I believe you are correct.

And interestingly they removed the verbage where they specifically mentioned mercenary rules as requiring opponents permission. 

I don't own the Forbidden Power book though, does it specify the same requirements as GHB19 regarding  fielding mercenaries? (such as the -1CP cost?)
