Can you cast Tempest’s Eye spell Aura of Glory from spell portal and measure 12” from portal at following combat phase?
 

“Aura of Glory has a casting value of 7. If successfully cast, until the start of your next hero phase, add 1 to the Attacks characteristic of melee weapons used by friendly TEMPEST’S EYE units while they are wholly within 12" of the caster“

Nope. 
the Portal does not displace the caster so that does not work as you don’t send a spell through the portal since you cast it on yourself
