Flying over Soulsnare Shackles

Can a unit "fly" over the Soulsnare Shackles without suffering ill effect?

Yes and No.

If the unit starts its move in the range of the shackles and the roll to half their movement activates even with fly it is still subject to the halves move distance because it is a spell and not terrain. Flying does not ignore Endless spells.

If you are merely flying over them from outside range or if the roll for halved movement didn’t work they can ignore everything about them until they stop moving.
