Who sets up terrain first?

If both players have faction specific terrain who sets theirs up first? Is it a straight roll off?

If both players have terrain pieces that are placed at the same time the player that won the roll for placing the first terrain piece goes first.

Or if the terrain is placed after territory is chosen (gnarlmaw) the player who choose table sides goes first.

That is not correct:

 

"[...] These abilities are used before the first battle round. If both armies have abilities like this, roll off, and the winner can choose which player must use all of their pre-battle abilities first [...]"

The winner of the roll off can choose, they are not forced to place their terrain first.
