Rules question...

Question

Playing in a local tournament a question came up which caused some raised voices to say the least...

 

Can models on a 25mm base attack in 2 rows?   since 1" is longer than 25mm which should in theory allow them to reach the enemy from the 2nd row.

Models must be within 1 inch measured base edge to base edge. Which means that, yes a second row can still attack because if the models are all base to base then the distance is 1 inch (assuming 1 inch attack range). 

 

The difference between 25mm and 1 inch (25.4mm) is so tiny that its essentially identical for wargaming purposes (plus if you're rounding the decimal they are equal since it becomes 25mm for the inch). 

 

That said in an ideal world you'd space your second rank within the "gaps" between the round models not at their furthest point, so you'd typically be a little closer so the second rank attacking shouldn't have any question about it.

Whether a model is in range to attack or not is an objective, measurable fact. They're either within one inch or they aren't. If anyone doubts it, you can just demonstrate with your tape measure. What is there to argue about? 

I absolutely agree with you. But there are cases in which you do not even need a tape measure or a widget. The case the OP describes is one of them. The same principle holds true for 2" weapons on 50mm bases attacking "from the second rank". Actual measurements in those cases is unnecessary and can lead to confusion, since in the midst of a bunch of models being base-to-base it is not easy to make an accurate measurement. In my experience it is actually easier to explain your doubting opponent the mathamatical basis. Everyone should understand the concept of 1" < 25mm and b2b = 0" distance.
