Choosing a target

Hi, I always confuse about choosing a target when the unit uses some magic or abilities.

 

Some abilities(kind of buff) need a target which has friendly unit(Ex: Evocators Empowered spell).  However, some players say  the caster can be a target either.

 

Is it correct? I saw that other abilities has clarify the target can be other friendly unit or caster(Ex: Chaos sorcerer lord's Oracular Visions ability).

If I'm understanding you correctly, you are asking if spells and abilities can target the caster? In most cases unless stated otherwise you can. This is pointed out in the core rules when it comes to abilities that have an aura. If the ability has a range and if the cast is in range, which they always are, then they can target themselves.
