Terrain placement

In matched play / tournaments can a player bring for example a pair of baleful realmgates or just one to the games he/she is playing in? 

If it is okay to bring them, who decides their placement and do they cost points? The reason Im asking this is because of effects like Bloodtoofs or Gaunt Summoner of Tzeentch.

On realmgates, every packet I've read only allows you to set up 1 realmgate, but absolutely reach out to your TO beforehand.

The Ironjawz battalion allows you to place one realmgate (in your opponents territory I believe).

To bring additional ones (or for other armies any realmgates) would need to be down to the TO or for casual matched play down to you and your opponent to discuss.
