I believe you mean compendium High Elves and the answer is yes. Stormcast can take any allies with ORDER keyword. I suspect Ordinators are going to command quite a lot of repeater bolt throwers because of this...

Any Order faction, not any units with the  Order keyword.

RBTs aren't listed in the GHB17.

They don't need to be listed in GHB. They are part of the High Elves Compendium. All warscrolls and points in all compendiums on GW site are updated and to be used with GHB 2017 and of course allowed in matched play. In this case, we are speaking about this (please note the "2017" in the link):

And you are definitely allowed to ally these as stormcast. I am not going to waste time arguing, just posting a few threads, where its discussed. The third one also has a valid list...

Apologies. Wasn't aware those files existed. Made the dumb assumption that the rules would all be in one place.

Also... How do you find them without searching for "compendium"?

but the ones on rules page on GW site should be uptodate too. I checked one and they seem to be the same:

This one is maybe a better source to keep an eye on because it should get updated should they decide to change the compendiums in future.
