Just wondering if to hit modifiers apply to ability rolls as well.
My specific example is a unit of 20 Plaguebearers ( -2 hit to shooting attacks, -1 hit to melee) getting hit by a Thundertusk breath of frost wreath ice (listed as a missle weapon and happens in the shooting phase). Does the breath now need a 4+ to hit instead of a 2+. or is it unaffected since there is not a value under the hit column??
