points cost for summoning under strength units

If a units base size is listed as 3 but the summoning rules on that units warscroll allows you to only bring one model on for the minimum casting value, does that mean you pay for the full units points cost just to bring one model on?

I'm looking at FW Plague Toads specifically, whose warscroll was written before the ghb was released

 

I'm sure this was FAQ'd and you do have to pay, but my memory eludes me

My expectation is that you would have to pay full price (120 points) if you summon just one. However, that summoning states that you can place the unit -- maybe just don't actually place it unless you roll 11 or higher (placing a full 3 models). That way you aren't stuck paying full price for a 1/3-strength unit.
