Held Aloft: A Wizard atop a Balewind
Vortex cannot move. However, at the start
of your hero phase, a Wizard atop a
Balewind Vortex can banish it and return
to the ground. If it does so, remove the
Balewind Vortex from the battlefield until
it is summoned again.

Question: When the same wizard summons a balewind Vortex, does he have to pay the 100 points of reinforcement each time he summons it?

First off i'm thinking yes 'if' it was different wizards in the same army. So if One wizard summons it on turn 1 , second wizard on turn 2 equal 200 points.

But if it the same wizard:  Does it make a different? i'm personally thinking 'no' its still 100 points per summoning but its still a question.

I would say its 100pts only but you can only have 1 active on the board at any one time, its a bit unique in the fact you can desummon and resummon but IMO its the same unit so doesnt go into reinforcements.

I'd say you have to pay the points each time you summon it. There are numerous instances in the game where people argue “but it's still the same unit”, but I'd say the wording has to be quite explicit for you to not pay points again.
