Shields vs damage 1 and D3?

if the shield on the warscroll says "add one to the save roll against attacks with damage 1" the does that include damage D3 that rolled a 1 or 2?

No, it's *with* damage 1, not *causes* damage 1. It's referring to the value on the profile.

Especially as you don't determine damage until.after you've rolled the save.

As Baldo said, if the damage value is 1 then you get the save, if its D3, D6 or 2+ then no

I've always played that D3 is higher than one on average, so you don't get the save, which leads to the same result as what @BaldoBeardo and @Terry Pike said above. Skaven (Verminus) really really don't like Javelin Prosecutors at 80 points for 3 models

Yep. Fluff wise, they get a save against weaker attacks, so enemies who can potentially do 3 damage with an attack are obviously stronger, and your shield isn't effective.
