There's a line in the battletome that implies this, but I read it more as a suggestion.

GW has always been about painting your stuff how you like and anyone that tries to enforce that you must paint in a certain way is probably not worth dealing with. Look at all the 40k tournament with blood angels suddenly becoming Ultramarines and such.

Alternatively create some fluff that your fleet used to belong to X sky port but are now mercenary privateers allying themselves to whichever sky port is prepared to pay and then they adapt their code to adhere to their employers. Done ?

The rules are very clear that you do have to paint as per the book to get the skyport.

However:

GT Heat 3 this was not enforced by GW, 2nd place army was a 'ghost' Kharadron with no scheme and used Zifflin.  Setting a prescident for GW events

It is pratically impossible to enforce, the painting guides are given in the book, and judges would have to be able to make sure every army was painted using GW paints to the exact scheme given.  You wouldn't for example be able to use non GW paints etc following those guides. (How could you test that!)

We have yet to see an event enforce these rules, and if you're playing at a club its highly unlikely anyone will worry.
